In Your Excellency's despatch of the 26th ult., in reply to the suggestion made by ... of a plan by which the Praya Extension scheme might possibly be carried out without cost to the Colony, you informed me that my plan could not be accepted as it would be quite out of the question for the War Office to surrender any of the foreshore into our hands.
2. Knowing that Your Excellency is most favourably disposed towards the scheme for the extension of the Praya, I now ask you to consider a modification of my original plan,
